This is Toke Talagi, the premier of the island state of Niue
Niue, a small island state of some 1500 people, is “a self-governing state in free association with New Zealand” – They’re not completely independent – and that would have been a surprise with only 1500 inhabitants, but it’s self-governing to a certain degree, and I think that earns it’s premier a place in this series!
